In Latin America and the Caribbean, the reduction of energy intensity was only 0.2% per year. This is explained by the fact that few countries have long-term efficiency programs and low incorporation of efficient technologies, modernization of appliances and vehicles.
According to conservative estimates done by OLADE, the region could accumulate savings on fuels of 156 billion dollars during the period 2003-2018 if strong energy efficiency national programs that are long-term oriented were promoted.
Due to the importance of energy efficiency, this article presents a methodological proposal to the countries of the region to institutionalize energy efficiency and to develop national plans. In this regard, some key aspects are analyzed based on the European experiences and some countries of the region presenting positive results.
