TRIENNIAL PLAN 2008-2011:
The Meeting of the Directive Committee of OLADE held on February 28 and 29,
2008, approved the triennial plan of the Permanent Secretariat of the Latin American
Energy Organization (valid for 2008-2011) based on 5 objectives:
- Strengthen the Organization
- Motivate the Member Countries for active participation
- Foster Regional and Sub-regional Energy Projects
- Implement Programs of Energy Efficiency and Rational Use of Energy and Alternative Energies,
- Modernize the Information systems and focus on useful and timely Communications
PROGRAMS AND ACTIVITIES TO BE DEVELOPED IN THE MEMBER COUNTRIES
- Position OLADE as an energy policymaking and technical assistance institution in the Region.
- Make the Medellin Statement a reality
- Strengthen institutional relations
- Coordinate and work together with International Agencies.
- Foster research and technology development in the energy sector.

STRATEGIC OBJECTIVES:
- To promote the development of regional and sub-regional energy integration activities.
- To propose regulatory political and legal frameworks
- To strengthen and position OLADE with proactive and participative presence of the National Coordinators of the Member Countries, an the presence of planning, regulatory and management groups per SUB-REGIONS
- To develop a financial mechanism for achieving self-sustainability of projects and sub- regional offices of OLADE
SUB-REGIONAL OFFICE:
- The SUB-REGIONAL OFFICES will be settled upon request of Member Countries, depending on the specific needs of different sub-regions and the availability of budget for the Organization.
- The first sub-regional office of the Organization is (OLADE-Central America) through which specific action has been coordinated among the Member Countries of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama.

Background of the OLADE Central America Sub-regional Office
With the acceptance of new regulations of OLADE on June 1st, 2007, it was introduced the concept of the Sub-region. Later in the first meeting of the Steering Committee of OLADE, held in the city of Antigua, in Guatemala on August 2nd and 3rd, 2007, it was approved the implementation of the OLADE Central America office with headquarters in Guatemala, which was inaugurated on March 6th, 2008 by the Executive Secretary of OLADE and the Ministry of Energy and Mines of Guatemala.
Duties of the Office:
- To gather energy statistics
- To exchanging information and experience in handling statistics
- To support the launching of the Sub-regional Energy Matrix
- To organize, promote and publicize events and services of OLADE within the Sub-region.
- To cooperate and assist in the design, structure and implementation of the Sub-regional Energy Policy
- To cooperate in the promotion and enhancement of sub-regional projects and plans
- To promote relationships with other sub-regional entities
- To obtain funding for projects of interest in the sub-region.
- To follow up the agreements of the Meeting of Ministers of OLADE.
- To report to the Executive Secretary and the Director of Integration.
The Sub-regional Office is located on the facilities of the General Management of the Ministry of Energy and Mines of Guatemala in the 24th Street 21-12 zone 12.

PROJECTS:
- Energy Planning is to strengthen the capacity of the Regions ministries of energy in energetic sectorial planning in the context of energy markets with free competition. It is about creating an energy planning model based on lessons learned and implementation of specific proposals in some Member Countries.
- SUPER-OLADE The Power System Generation and Inter-Connection Planning Modell is a computational tool that unifies the mathematical and analytical procedures necessary to find strategies for expansion at minimum cost for electric generation and transmission in hydrothermal systems.
- SIEN-OLADE The National Energy Information System (SIEN-OLADE) is a computer tool for the systematic management of the most relevant information in the energy sector. It makes easer the diagnostic, planning and regulating work in the activities of the sector.

MISSION: To collect, process and update the energy statistical data from Member Countries of OLADE. To provide tools and technical support so each Member Country is able to manage energy information.
PROJECTS:
- SIEE. Energy Economic Information System. It is a statistical data base in the energy sector which includes information from Member Countries on oil, natural gas, liquefied gas, coal, refined oil, electricity and others with a historical series since 1970.
- SIEL Legal Energy Information System database which contains the law of energy sector from 26 countries in Latin America and the Caribbean.

To develop and update the prospective studies, analysis of future scenarios for demand and supply of electricity, hydrocarbons, coal and renewable energies for each one of the Member Countries of OLADE in upcoming 2032, both nationally and in three sub-regions of Latin America and the Caribbean.

PROJECTS / PRODUCTS / SERVICES:
- Regional Program of Energetic Efficiency In fulfillment of the 2007 Ministerial Declaration of Medelln, where Member Countries agreed on the decision of the regional energy sector to contribute to global efforts to minimize the effects of climate change
- Energy Planning Project OLADE in cooperation with the University of Calgary and the funding of the Canadian International Development Agency (CIDA), runs the Energy Planning Project which aims to strengthen the energy planning process of the Member Countries.
- Technical Cooperation with Quito Electricity Company Based on the request of Quito Electricity Company (EEQ) for the revision of procedures for calculation of technical losses in the different components of the distribution system and its application to the system of the EEQ, a technical cooperation agreement was signed between EEQ - OLADE, with complementary activities of every Company to achieve the goals.
